On September 20, Canadian citizens will vote for representatives. These representatives, called Members of Parliament, will decide laws that impact the lives of 1.6 million migrants like us.
Migrant farmworkers, care workers, students, refugees and undocumented people cannot vote on September 20th. But there are a lot of things we can do and should do.
Between now and September 20th, Canadians are debating the future of this country. This is why now is an opportunity for migrants to raise our demand for full and permanent immigration status for all.

TR for PR program closes after only 10 weeks. Here’s what to do next!
After just 10 weeks of opening, the new TR for PR program for Essential Workers (Stream B) officially closed on Thursday, July 15. This means that many of us who were trying to get our applications together to apply on time, are now shut out.
While many of us are upset, now is the time to connect with other migrant workers and speak up! In 2019, migrant care workers won the Interim Pathway Program, but it closed after being open for only three months. So care workers, like you, continued to demand more and the Interim Pathway was reopened. At that time, the Minister of Immigration said the program was only extended because care workers spoke up. Here’s what to do next!
Did you already apply under the TR for PR program? You may be eligible for a bridging open work permit. Applications and more information will be shared by the government on July 26, 2021 and we will let you know.
Did you apply for PR previously and are waiting for a decision? The federal government has promised to process 6,000 applications this year, and another 6,000 next year.
Are you a child care worker? You will be able to apply for permanent residency under the Home Child Care Provider pilot program when it reopens on January 1, 2022, if you meet all the requirements.
Are you an elderly care worker? You can apply under the TR for PR program: Essential Worker (Stream A) or under the Home Support Worker Program pilot program, if you meet all the requirements.
Are you non-status? You may be eligible for permanent resident status under the Humanitarian and Compassionate application process.

66 years of organizing and winning!
Migrant domestic workers have been coming to Canada without full immigration status – which means without full rights – since 1955. We have been exploited and excluded for 66 years. But it also means we, and the care workers before us, have been organizing and winning for 66 years!
Today on International Domestic Workers Day, we reflect on the history of migrant care worker organizing:
- Black Caribbean women, along with many other workers, led the fight to create a path to permanent residence (PR) for migrant care workers in the 1980s.
- In the 1990s, workers’ struggles forced the removal of a number of exclusionary requirements, but care workers were forced to live in employer homes.
- In 2010, migrant care workers won the Juana Tejada law, removing the requirement for a second medical exam to get PR.
- In 2014, migrant care workers won an end to the live-in requirement. But a cap of 2,750 per year was put on PR applications, and unfair requirements for English and education were put in place.
- In 2017, migrant care workers led the fight to remove medical inadmissibility rules, which led to them being significantly reduced, though they remain in place.
- In 2019, migrant care workers won an Interim Pathway to allow many workers in Canada to get PR without the exclusionary requirements introduced in 2017.
- And during COVID-19, migrant care workers are organizing across the country for vaccine access, mobility and immigration and labour rights.
WE hold up the Canadian economy – temporary foreign workers like all of us make up 10% of private household workers in Canada. Thousands of undocumented mostly racialized women are doing in-home domestic work, and even more are working in long-term care homes and as personal support workers.
But unfair immigration rules push us into abusive jobs; tie us to our employers for health care and housing; restrict us from being able to study freely; put us at risk of exploitation from recruiters and consultants, and for deportation; and separate us from our families for YEARS!
We know the rules only change if migrant care workers come together and fight for our rights. Join us!

No time to wait! Status For All!
A lot has happened these last couple of months.
- The Home Child Care Provider Pilot Program closed its doors on April 30th after reaching its cap of 2750 and being open for only four months.
- On May 6th, the new PR program for essential workers opened up, allowing some of us to apply. But those of us who have not completed or passed the English test, or laid off from work or don’t have a valid work permit can’t apply. Read more on the program and how to apply here.
- Under pressure from migrant care workers, the government has finally agreed to process 6,000 out of 12,000 of us this year that are waiting for a decision on our applications. But thousands of us have already applied for PR and are still waiting for a decision on our applications!
This is why on May 9th, Mothers Day, migrant care workers, undocumented people and supporters visited Members of Parliament offices across the country with thousands of petitions calling for Landed Status Now and Status for All (see our Landed Status Now petition here). Canada – Survey results released today reveal that 45.4% of migrant workers and 34.5% of international graduates are excluded from the new short-term immigration program scheduled to be launched this Thursday. Out of 3,000 survey responses, an additional 48.27% of international graduates and 45.4% of migrant workers do not have the language test results required to apply for this first-come, first-served program. In total, 1.18 million undocumented residents, refugees, students and migrants in Quebec are not allowed to apply. The Migrant Rights Network, Canada’s largest migrant-led coalition, is releasing an analysis of the survey results today, entitled “Exclusion, Disappointment, Chaos & Exploitation: Canada’s New Short-Term Immigration Pathway”, and calling for full and permanent immigration status for all.
“Prime Minister Trudeau has the opportunity of a lifetime to change the course of Canada’s economy while ensuring equal rights for all,” says Syed Hussan of the Migrant Rights Network secretariat. “We don’t need small, one-off, exclusionary pilot programs, we need an overhaul of the immigration system so that every resident in the country has the same immigration status and therefore the same access to labour rights, healthcare, and other essential services. These rights are a matter of life and death.” The Migrant Rights Network is aware of at least half a dozen migrant farmworkers that have died this year, as well half a dozen International Students that have died by suicide due to financial and immigration pressures. This new program excludes migrants like these.
The temporary public policy was announced on April 14th and excludes most migrants, many of whom are in essential jobs or caring for their communities, and are denied universal healthcare, labour rights and emergency support because they do not have permanent residency.
“During this pandemic, millions of people without status have risked their lives to serve you and keep the Canadian economy rolling. Why does the government not put in place a regularization program for everyone?,” says Samira, living without status with her mother in Montreal for eight years. “It’s revolting how all these new laws ignore us, like we didn’t exist. We are here and we will continue to struggle.”
Applications through the program are capped at 90,000 spots but there are more than 461,470 migrants who may be eligible to apply. To apply, they must be employed, be currently in Canada, have a valid English test result, and have all their documents at the time of application. This costs thousands of dollars.
English or French language requirements exclude many, including the majority of Spanish speaking migrant farm workers who have been so hard-hit by COVID-19. Gary, a chicken catcher in Ontario who has been working in Canada for 8 years, says, “Many of us have taught ourselves English to get by while working in Canada but cannot write or read it. I am excluded from the government’s PR program because I cannot pass the English test. That is not fair – we have built lives here, and we have missed out on our lives with our families. We cannot stand up for our rights because the employers always threaten us saying they won’t renew our contracts or will deport us. This is why we need permanent residency with no requirements like English exams, to be able to protect ourselves and defend our rights. We demand status for all.”
Within hours of the program’s announcement on April 14th, the websites of the English testing centres crashed. Few spots are available now, and some migrants, particularly farmworkers and domestic workers, are unable to leave farms or employer-provided housing, to go to take a test. Others are not allowed time off to study, or to take the test. Others are not allowed time off to study or to take the test. Testing centres are only available in major cities, and travel from rural communities during COVID-19 is either dangerous or simply impossible because of lockdown measures.
25.4% of the survey respondents in the Essential Workers stream did not meet either the 12 months of work required in the previous 36 months or did have an approved NOC Code despite working in essential jobs. This is because workers earned this work experience while between work permits and cannot count it. In addition, 13.7% of survey respondents in this stream report not having a valid work authorization – this is largely temporary foreign workers who lost jobs during COVID-19 and are not legally allowed to work elsewhere because of their employer-restricted work permits.
“I struggled to find a new employer to sponsor me so I could get the last 3 months of work I needed to meet the 24 month work requirement under the Home Child Care Provider Pilot and be able to apply for PR. Just last week, the cap in that program was reached. Another door has been closed for me and care workers like me. And I can’t qualify for this new program without a job,” says Cherrian Snagg, a migrant care worker, was fired when she got sick during COVID, and lost her housing, healthcare, income, and legal right to work because she is on an employer-restricted permit. “Without permanent residency status, you are pushed around – by employers and by the government. This is discrimination and exploitation. I join with my fellow migrants to demand status for all now.”
13.6% of survey respondents in the International Graduate stream and 6.3% of survey respondents in the Essential Workers stream do not currently have a job, which is a requirement for the program. This has made workers scramble to take any job, at any wage to qualify for this program. Those on employer-restricted permits who were laid off or left bad employers are being forced to return to them so they can qualify. Migrants on any kind of leave from their current job, paid or unpaid, must return to work to qualify, including anyone on caregiver leave or taking unpaid sick time to quarantine for COVID-19.
The report also details migrants facing chaos and exploitation as a result of high fees, being stuck abroad and not being able to travel, and difficulty in getting documents in time.
In the report, the Migrant Rights Network is calling on Prime Minister Justin Trudeau to “ensure permanent resident status for all migrant and undocumented people in the country, and ensure that all working class migrants that arrive in the future do so with permanent resident status. The current program must be expanded to include everyone without permanent status; all caps and the 6-month window must be removed; residents of Quebec must be allowed to apply; and requirements for an English language test, educational credentials, current employment, and valid immigration status must be removed. Any other inadmissibility requirements must also be removed, and the application fees waived for low-wage workers.” Over 450 organizations and tens of thousands of people have signed a petition calling for the same: www.StatusforAll.ca

COVID-19 Vaccine Information for Migrants in Ontario

(1) Do I need a health card?
The Ontario government says that you do not need a health card to get vaccinated. Keep reading to find out how to get your vaccine.
(2) How do I register if I don’t have a health card?
The Ontario government has said that you can call and register for an appointment by phone: 1-888-385-1910. Wait times are long. Not everyone answering the phone has the same information. This service is only available in English or French.
You may also be able to call your local community health centre (click here to find the one nearest you) and ask them to help register you. There may not be someone available to speak to you in your language.
You can also call your local pharmacy and ask if they will provide vaccination without an OHIP card.

(3) What happens after I register?
You will be told where to go for your vaccine. At the clinic, you may be asked for further documents including: Health card, other valid government ID or home address.
You DO NOT have to provide any of this information if you do not feel comfortable doing so. However, the clinic or pharmacy may not know that this information is optional, and may refuse to give you the vaccine.
If the clinic requires proof of address, you can take a piece of mail, pay stub or any other document with your name and address on it.
(4) What is the minimum information I must give to get vaccinated?
In Ontario, vaccine information is being saved in a database called CoVaxON. CoVaxON only requires:
- First name
- Date of Birth
- Email address or phone number
You are not required to provide any documents to prove any of this information. This is information you provide verbally. You must provide the same information when you go back for the second dose of the vaccine.
(5) Is my personal information safe?
We have not received any guarantees from the Ontario government that the information you provide to get the vaccine will not be shared with immigration enforcement. If you are concerned about your safety, we recommend being careful with the information you share, and only going to clinics where you feel safe.
(6) Are there any clinics that you recommend for migrants?
We will update this information as it becomes available. These are clinics in the GTA that have declared that they will provide COVID-19 vaccines regardless of immigration status:

Impormasyon sa Bakuna ng COVID-19 para sa mga Migrante sa Ontario
(1) Kailangan ko ba ng isang kard na pangkalusugan (health card)?
Sinasabi ng pamahalaan ng Ontario na hindi mo kailangan ng isang kard na pangkalusugan (health card) upang magpabakuna. Magpatuloy sa pagbabasa upang malaman kung paano makakakuha ng iyong bakuna.
(2) Paano ako magpaparehistro kung wala akong isang kard na pangkalusugan (health card)?

Thông tin về Vắc-xin ngừa COVID-10 dành cho Người di cư tại Ontario

Here’s everything Migrant Care Workers need to know about NEW immigration announcements!
Migrant care workers, we won many of our demands, but too many of us are excluded! Last week, the federal government announced a new PR program, and updates about the backlog and the pilot program. These changes happened because migrant care workers got noisy! We signed petitions, spoke in the media and on social media. But we know that if the government did this, they can do more. No more partial solutions! Keep organizing and calling for full and permanent immigration status for all now! We can get the government to make even better rules.
Right now, the government wants to cool us down, but the truth is that we can’t. We need to keep getting louder for status for all!
Two years ago, the government announced that they will fix problems for us care workers when they created the Interim Pathway Program. But nothing was fixed – all it did was create a backlog. Now again they have made new announcements, but we still don’t have PR and continue to be separated from our families. We cannot stop being noisy until we ALL have PR for us and our families.
With the announcement of the new PR program, many of us are panicking. We are searching for English exams, trying to get documents from back home, and it’s creating a lot of stress. So here’s a quick summary of what you need to know and do:
- If you already applied for PR under the Interim Pathway Program (and completed 12 months of work) or under the other two caregiver pilot programs (and have completed 24 months of work), do not reapply under the new PR program announced on April 14th.
- The government has announced that they will clear the backlog and the new PR program won’t get you PR faster. But the government has only promised to process 6000 applications by the end of the year, even though there are over 12,000 applications already in the backlog! So even with this promise, we have to wait. Many of us still don’t have open work permits. We must continue to call for PR for all of us.
- If you are a Home Support Worker who hasn’t applied for PR and you have CLB Level 5 and the educational accreditation, you should apply under the current Home Support Worker Pilot Program.
- This is because the new PR program announced on April 14th is small and spots will fill up quickly. This program is not just for migrant care workers, but also for other essential workers. It is many people’s only chance at getting PR and being reunited with their families, so if you don’t need to apply, then don’t. For the Home Support Worker Pilot Program, the government announced that 516 out of 2750 applications have been made so far in 2021, so you are safer applying under the Home Support Worker Pilot Program. But we know getting PR is difficult, and we are still being mistreated at work, so we must keep fighting for status for all!
- If you don’t have the educational accreditation OR you are unable to get past CLB Level 4 OR you are a Home Child Care Worker and have 12 months of work experience, you should try to apply through the new PR program announced on April 14th. - But you should know that there are only 50,000 spots in the new PR program and hundreds of thousands of people will be trying to apply. Many of us are having issues booking our English test because the IELTS and CELPIP websites have crashed or spots are filling up. Some of us don’t have valid work permits or implied status, have lost our immigration status or are having problems finding a job – which means we may not qualify for this program. Even if you are eligible, keep raising your voice for landed status for ALL.
- The new PR program will open on May 6th and will be open until the spots are full or until the cap is met.
- The government also announced that as of April 30th, the Home Child Care Provider Pilot Program has reached its cap of 2750 applications. Because of this, you should consider applying under the new PR program announced on April 14th if you are eligible.
As you can see, too many of us are excluded. We continue to be tied to our employers and be mistreated. We continue to be separated from our families. All of us want status, so why can some apply and not others? The government promised us PR, so why are we still waiting? Our message is clear: We are done waiting. We will not accept anything less than Status for All NOW! These changes are good, but not good enough, we will keep organizing! Sign our petition: www.LandedStatusNow.ca.
